"He sees no fear from any quarter, that is, on account of restraint in morality": among the fears that arise rooted in lack of restraint, he does not see any such fear that might arise on account of restraint in morality, even from a single restraint. Why? Because owing to restraint, there is an absence of fear rooted in lack of restraint. "Anointed on the head": sprinkled on the head with the consecration of a khattiya according to the prescribed rule. "That is, on account of an enemy": he does not see any fear that might come from anywhere, even from a single enemy. Why? Because his enemies have been destroyed. "Internally": in his own interior, meaning in his own continuity. "Blameless happiness": he experiences bodily and mental happiness that is blameless, unblemished, wholesome, and embraced by the states of non-remorse, gladness, joy, and tranquility, which are the proximate causes of morality. "Thus indeed, great king, a bhikkhu is possessed of morality": having thus explained in detail without break, he concluded the discourse on morality [indicating that] a bhikkhu endowed with the threefold morality shown in this way is called "possessed of morality."
