"With taints and with substrata" means with faults and subject to reproach. "It is not called noble" means it is not called noble supernormal power. "Without taints and without substrata" means faultless and beyond reproach. "It is called noble" means it is called noble supernormal power. "There he dwells perceiving the unrepulsive": how does he dwell perceiving the unrepulsive there? In a repulsive being, he pervades loving-kindness; in conditioned formations, he applies the perception of elements. As he said: "How does he dwell perceiving the unrepulsive in the repulsive? Toward an undesirable object he pervades with loving-kindness or applies [perception] by way of elements." "He dwells there perceiving the repulsive": in an unrepulsive being, he pervades the perception of foulness; in conditioned formations, he applies the perception of impermanence. As he said: "How does he dwell perceiving the repulsive in the unrepulsive? Toward a desirable object he pervades with [the perception of] foulness or applies [perception] by way of impermanence." Thus the meaning should be understood in the remaining phrases as well.
