"Yagghe" is a particle in the sense of urging. "Jāneyyāsi" means you should know, you should see. "With whom does the recluse Gotama converse?": for what reason, with what person does the recluse Gotama converse, speak, talk? What is meant is: "If there were any reason for conversation, or if anyone desiring conversation were to go into the presence of the recluse Gotama, he might converse; but there is no reason, nor does anyone go into his presence; with whom, then, does this recluse Gotama converse? Not conversing, how will he be one who makes a roar?"
