By saying ‘Thus indeed, thus, thus indeed’ in the form of a dialogue among the deities Agni and the rest, he ascertains the stated meaning with preeminence; for repetition is for the purpose of emphasis. ‘Evā hi’ means ‘indeed, thus alone.’
As stated in the Śabdanirṇaya: ‘When a dialogue is settled, there is division and dramatic recitation.’
Therefore, ‘O Agni’ and so on. The meaning is: ‘Indeed, thus alone Śakra operates independently, according to his will.’
‘To him who is zealous, to zeal; to him who is exceedingly zealous, to zeal; / approach in every way! Find, O Maghavan, find, Om!’ (11)
