navamādhikaraṇamāracayati -
gaugāvyādiṣu sādhutve prayoge vā na kaścana |
niyamo'trāsti bā nāsti vyākṛtermūlavarjanāt ||
He sets forth the ninth topical section:
Among 'gauḥ', 'gāvī', and the like, is there any restriction regarding correctness or usage,
or is there none? There is none, because grammar lacks a root [in the Veda].
