tena iti pañcaśikhena muninā bahudhā kṛtaṃ tantram ṣaṣṭitantrākhyaṃ ṣaṣṭikhaṇḍaṃ kṛtam iti, tatraiva hi ṣaṣṭir arthā vyākhyātāḥ

"By him", that is, the system was extensively composed by the sage Pañcaśikha—meaning it was composed in sixty sections entitled the Ṣaṣṭitantra, for precisely therein the sixty topics are explained.

"By him": by the sage Pañcaśikha the system was expanded, made into the Ṣaṣṭitantra in sixty sections, for in it the sixty topics are explained.
