ekāṃśena balaṃ dhāryyaṃ dānamaṃśadvayena ca /
ekāṃśena prakṛtaya ekāṃśenādhikāriṇaḥ //

The army should be maintained with one part, and gifts given with two parts; / the subjects with one part, and officials with one part;
