prabhavaḥ khalu kośadaṇḍayoḥ kṛtapañcāṅgavinirṇayo nayaḥ
sa vidheyapadeṣu dakṣatāṃ niyatiṃ loka ivānurudhyate //
Statecraft, which decides the five elements of counsel, / is indeed the source of treasury and army; / it attains skill in matters that must be executed, / just as people conform to destiny.
