4.16

yaś cetanācetanāliṃ karṣann apy āśu veṇunā |
tāḥ kraṣṭuṃ suṣṭhu nāśaknod yatas tā lajjayā sitāḥ ||63||

He who, though quickly attracting the host of conscious and unconscious beings with His flute, / was unable to draw them fully, because they were bound fast by modesty;
