na kṣatrāṇi niyokṣyanti vikarmasthā dvijātayaḥ
coraprāyāś ca rājāno yugānte pratyupasthite //
Engaged in wrong actions, the twice-born will not direct the ruling class;
and kings will be mostly thieves when the end of the yuga is at hand.
