Kautilya's Arthashastra 7.5.26

7.5.26

rājñaḥ pramādālasyābhyāṃ yogakṣemavadhena vā /
prakṛtīnāṃ kṣayo lobho vairāgyaṃ copajāyate //

and by carelessness and negligence of himself in maintaining the security of person and property of his subjects, the king causes impoverishment, greed, and disaffection to appear among his subjects;
