manasā cintayan pāpaṃ karmaṇā nābhirocayet . tat prāpnoti phalaṃ tasyetyevaṃ dharmavido viduḥ ..

If one ponders a sin in mind but does not take pleasure in it through action, / he obtains that fruit [merely of thought], so the knowers of righteousness understand.
