etat tapaso devā mahābhāgyaṃ pracakṣate
sarvasyāsya prapaśyantas tapasaḥ puṇyam //
The lord, Pragapati, created these Institutes (of the sacred law) by his austerities alone; the sages likewise obtained (the revelation of) the Vedas through their austerities.
