kāmakrodhau tu saṃyamya yo 'rthān dharmeṇa paśyati
prajās tam anuvartante samudram iva sindhavaḥ //
If, subduing love and hatred, he decides the causes according to the law, (the hearts of) his subjects turn towards him as the rivers (run) towards the ocean.
