avahāryo bhavec caiva sānvayaḥ ṣaṭśataṃ damam
niranvayo 'napasaraḥ prāptaḥ syāc caurakilbiṣam //
If the (offender) is a kinsman (of the owner), he shall be fined six hundred panas; if he is not a kinsman, nor has any excuse, he shall be guilty of theft.
