caturdaśaghaṭībhyastu mārtaṇḍasyodayāvadhi
paratastarpaṇaṃ kṛtvā vaiśvadevaṃ samācaret

From the fourteenth ghaṭikā until sunrise of the sun, / after that having made the water offering, one should perform the universal offering rite.
