Vaiṣṇava Dharmaśāstra 6.19

sādhyamānaś ced rājānam abhigacchet tatsamaṃ daṇḍyaḥ ||
If the debtor, so forced to discharge the debt, complains to the king, he shall be fined in an equal sum.
