jagacchaktis tathā viṣṇoḥ pradhānapratipādikāṃ /
viṣṇuśaktiṃ samāsādya devādyāḥ sambhavanti hi //
so does the power of Viṣṇu [agitate] the world, making the primordial matter manifest. / Reaching the power of Viṣṇu, gods and other beings come into existence.
