kāmaṃ krodhaṃ madaṃ mānaṃ lobhaṃ darpañca varjayet /
tato bhṛtyajayaṅkṛtvā paurajānapadaṃ jayet //
He should avoid desire, anger, intoxication, pride, greed, and arrogance.
Then, having won over his servants, he should win over the citizens and countryside folk.
