Agnipurāṇa 225.16

yasmādadāntān damayatyadaṇḍyāndaṇḍayatyapi /
damanāddaṇḍanāccaiva tasmāddaṇḍa vidurbudhāḥ //
Because it tames the untamed, and punishes those deserving of punishment, / therefore, from taming and punishing, the wise know it as punishment.
