caritraṃ saṅgrahe puṃsāṃ rājājñāyāntu śāsanaṃ /
sāmābhyupāyasādhyatvāccatuḥsādhana ucyate //
custom rests on the usage of men, while the decree rests on the king’s order.
Because it is to be effected by the [four] expedients such as conciliation, it is called fourfold in means.
