na dīpyate cendhanavāṃstadrāṣṭraṃ pāḍyate nṛpaiḥ /
agnivaikṛtyaśamanamagnimantraiś ca bhārgava //
or does not blaze even when supplied with fuel, that kingdom is oppressed by kings.
The pacification of fire's unnatural state is by means of Agni's mantras, O descendant of Bhṛgu.
