Bhagavatapurana 1.9.14

1.9.14

sarvaṃ kālakṛtaṃ manye bhavatāṃ ca yadapriyam /
sapālo yadvaśe loko vāyoriva ghanāvaliḥ //

14. All this distress which has been so painful to you (and to others), I think, is the work of Time (Kala), it is the ruler, in whose power the world and its protectors rest, as the clouds in the power of the wind.
