Bhagavatapurana 11.9.19

11.9.19

kevalātmānubhāvena sva-māyāṃ tri-guṇātmikām /
saṅkṣobhayan sṛjaty ādau tayā sūtram arindama //

19. And by His own unassisted power He agitates His Maya

of three gunas and first creates Sutra (Mahat-tatva).

His command and through Prakriti creates Prana called Sutra, as well as the four-faced Brahma.
