yo vānuśāyināṃ sargaḥ pāṣaṇḍasya ca sambhavaḥ /
ātmano bandhamokṣau ca vyavasthānaṃ svarūpataḥ //

22. What is the nature of (the course of) the creation of the jivas whose conditions (Upadhis) are suppressed (who abide only in the Linga-Sareera)? How does the Pakhanda (heritic or atheist) come into existence? How are the bondage and the liberation of Atman brought about? How does he attain to the state of being restored to his essential nature?
