eṣa te deva devānām aṅghri-mūlam upeyuṣām /
viprāṇāṃ saurabheyīṇāṃ bhūtānām apy anāgasām //

22—23. Brahma said :—O Lord, he is one that does wrong and causes fear and works evil to the gods, to wise Brahmans, to the offspring of Kamadhenu and also to other innocent beings who all seek shelter under Thy feet.
