ceṣṭā yataḥ sa bhagavān kāla ity upalakṣitaḥ //
17. That glorious power is considered Kala or Time, O Manavi, which gives rise to activity in the undifferentiated gunas of Prakriti which is (at first) in a state of equilibrium.
