sainā-patyaṃ ca rājyaṃ ca daṇḍa-netṛtvam eva ca /
sarva lokādhipatyaṃ ca veda-śāstra-vid arhati //
45. Only he who knows the Vedas and Sastras deserves the command of the army, the dominion, the power of directing martial policy, and the lordship over all the world.
