yaḥ pārameṣṭhyaṃ dhiṣaṇamadhitiṣṭhan na kañcana /
pratyuttiṣṭhediti brūyurdharmaṃ te na paraṃ viduḥ //

13. Those who might say that the person occupying the high throne of a king ought not to rise and go forth to meet any body, do not know the highest rule of righteousness.
