10.87.28
Devoid of organs of action, self-ruler, you hold the power of all active agents; / the gods bring you offerings and enjoy their shares together with unborn Nature,
just as governors of provinces bring tribute to the ruler of all the earth; / and terrified of you, the creators of the universe carry out their duties wherever they are appointed.
