madhuheva duhetsāraṃ kusumañca na ghātayet /
vatsāpekṣī duhetkṣīraṃ bhūmiṃ gāñcaiva pārthipaḥ //
Just as a honey-gatherer extracts the essence without destroying the flower, / [and as] one milks cow's milk keeping the calf in mind, so should the king [draw taxes from] the earth and the cow.
