jalānte chandasāṃ kuryādutsargaṃ vidhivadvahiḥ //
Under the Rohiṇī asterism in the month of Pauṣa, or during the Aṣṭakā, / he should duly perform the suspension of Vedic chanting (Utsarga) outside, at the edge of water.
