ato haraḥ krodharūpī sadaiva tayorabhāvātsatyamuktaṃ tathaitat /
ato dvayaṃ nāsti rudre khagendra śiśrodare kiñcidādhikyamasti //

Therefore Hara has the nature of anger always, due to the absence of these two; thus this has been truly spoken. / Therefore these two are not in Rudra, O King of Birds; in the penis and belly there is a slight excess.
