devāṃśca sṛjatā tena viśvedevāḥ kṛtāḥ puraḥ ..
tena te prathamaṃ pūjyāḥ pravṛtte śrāddhakarmaṇi .. 52 ..

And creating the gods, he first brought forth the Viśvedevas. / Therefore, they are to be worshiped first when the rite of śrāddha begins.
