7.13.p55

agnerajvalanañcaiva nadīnāṃ bandha eva ca .
ya etāni naraḥ kuryādrāgamohasamanvitaḥ
sa etāṃ prāpnuyālloke svayaṃbhūrapi50 lokapaḥ . .66 ..

and in not kindling the fire, and in the damming of rivers.
Whatever man, filled with passion and delusion, should do these things,
he would incur this [sin] in the world, even if he were a self-manifest guardian of the world.
