vedabāhyāḥ prajā rājñā śāsituṃ naiva śakyate
tadā tatpāpabhāgī syādityāha bhagavānmanuḥ
If subjects outside the Veda cannot be restrained by the king,
then he becomes a partaker in that sin; so said the blessed Manu.”
