4.2.18

nānāyoniṣu rājendra nānādharmamayeṣu ca |
icchayā ca bhaveñcanma viṣṇoramitatejasaḥ ||

O king of kings! They say, it is through the will of Visnu, of unbounded energy and splendour, that all this universe enters, again and again, into all sorts of wombs, whether good or evil.
