Mudgalapurana 3.16.18

3.16.18

brahmākāramayaścaiva tena bhedo na vidyate |
caturyugeṣu dharmeṣu siddhidātā viśeṣataḥ ||

And he consists of the form of Brahman; therefore no difference is found. / Throughout the four ages and dharmas, he is especially the bestower of perfection.
