śuklāṃ kṛṣṇāṃ caturthīṃ ye na kurvanti narādhamāḥ |
tāḍanīyāḥ prayatnena pṛthivyāṃ yatra tatra saḥ ||
"Those lowest of men who do not observe the fourth [lunar day] of the bright or dark fortnight / are to be strictly punished, wherever they may be upon the earth."
