vaśiṣṭha uvāca
śṛṇuṣvāvahito rājaṃstasya tacchāpakāraṇam
brahmaṇo mānasaḥ putro nārado nāma yo muniḥ
For he consists of all the gods, the creator of the auspicious rewards of austerities; / there is no other witness of actions for the entire world than Vibhāvasu.
