[In the verse,] 'of Bhāratī who is Tripurā' means of Tripurabhāratī, who is renowned through the compounding with the preceding word 'Tripurā'. For in this vidyā, even in the worship of the seed-syllables' component letters, across almost all three clusters (kūṭa), the fruit consisting in the pulsating radiance of the outpouring of inspired speech is predominantly connected. Thus the use of the word 'bhāratī' here is purposeful. 'This hymn of praise', just mentioned, 'should be thoroughly understood'—that is, reflected upon—'by the wise', who compose strings of unchecked, flowing inspired words attainable by the grace of Bhāratī and who are therefore desirous of her grace, 'having directed their mind'—firmly attached to Tripurabhāratī—so that it is done expertly. By the word 'by the wise', it is implied that they alone are capable of instantly comprehending the extraction of the mantra, not those of dull intellect.
