ityabhiyuktokteḥ yenetyanena vidvadaviduṣorviṣaye śaktipātalakṣaṇānugrahasya
nirviśeṣatvamiti dhvanyate . tarasetyanena vidyāsiddhisādhanasya phalaprāsau
nirapekṣatvamityabhihitam . apiśabdena niyatakālajapādyanapekṣaṇādvismayo
dyotyate .

From this statement of the authorities, by the word "whoever," it is implied that grace characterized by the descent of power is without distinction with regard to the learned and the unlearned. By the word "swiftly," it is stated that there is independence [from ritual delay] in the attainment of the fruit of the means for accomplishing the Vidyā. By the word "even" (api), wonder is indicated, because of the non-dependence on repeating mantras at fixed times and the like.
