As taught in the auspicious Vāyavīyasaṃhitā, those who hold, study, hear, transmit to others according to their qualification, and themselves practice their meaning are vidyādharas (holders of learning); "one whose feet were praised by their multitude," by their assembly, he whose feet were so praised. Being himself preeminent among those aligned with maturity in those various sciences, meaning he was the protector and honorer of those holders of knowledge, the brāhmaṇas and others. Thus he became an emperor and omniscient—this is the meaning.
