antarikṣameva dvitīyā citiḥ | vayāṃsi purīṣaṃ yaddvitīyāṃ citim purīṣeṇa pracādayatyantarikṣaṃ tadvayobhiḥ pracādayati
The second layer is the air, and the filling of soil means birds: thus, in covering the second layer with a filling of soil, he covers (fills) the air with birds.
