9.1.1.36

namo 'stu rudrebhyo ye 'ntarikṣa iti | tadye 'ntarikṣaloke rudrāstebhya etannamaskaroti yeṣāṃ vāta iṣava iti vāto ha teṣāmiṣavo vātena ha te hiṃsanti yaṃ jihiṃsiṣanti

[Vâg. S. XVI, 65], 'Reverence be to the Rudras dwelling in the air,'--he thereby does reverence to those Rudras who are in the air;--'whose arrows the wind is,' for the wind is indeed their arrows, and by the wind they injure whom they wish to injure.
