tā jñeyā āpa āpyaṃ syād ārbhavaḥ prathamastṛcaḥ.
uttamā vaiśvadevī vā ārbhavī vā nigadyate .. 174 ..
they are to be understood as the Waters; it would be addressed to the Waters. The first triplet (RV 7.48.1-3) belongs to the Ṛbhus. / The last [verse] is stated to be addressed to All the Gods, or addressed to the Ṛbhus.
