2.61

The affairs of the army in particular, and indeed of the people in general, belong to the Amīrat; the affairs of the jurists and scholars, both resident and arriving, all belong to the Ṣadr-i Jahān; the affairs of the jurists resident and arriving to the Shaykh al-Islām; and the affairs of the generality of arrivals and visiting delegations, and of the men of letters and poets resident and arriving, to the dabīrs, who are the secretaries.
