12.35.1
In the year [seven hundred and] forty-one the sultan ordered the abolition of the tolls throughout his lands, and that nothing be taken from the people except the zakāt and the tithe alone. He began to sit in person to hear complaints of wrongs every Monday and Thursday in an open square in front of the council hall. On that day no one stands before him except the Amīr Ḥājib, the Khāṣṣ Ḥājib, the Sayyid al-Ḥujjāb and the Sharaf al-Ḥujjāb, no others, and no one who wishes to complain is prevented from standing before him.
