∗ It is said that this and other of the king's works were carried out by ‘forced’ labour (rājakāriya) exacted without moderation, and that this was a contributing cause of his unpopularity. The king had a legal right to the unpaid service of any subject, but was expected to exercise the right in moderation. The use of the term ‘forced labour’ is misleading.
