The words are *namo*, 'salutation', 'to all', *sava*, Sanskrit *sarva*, *sidhānaṁ*, Sanskrit *siddhebhyaḥ*, 'perfected beings'. The whole sentence may accordingly be rendered thus : "salutation to those who have overcome all human passions, i. e., *arhats*; salutation to all who have attained perfection."
